THE ADMIN SHARES WERE REMOVED BY:
HKEY_LOCAL_MACHINE \System \CurrentControlSet \Services \LanmanServer \Parameters]
AutoShareWks=0
I removed these keys and rebooted the admin shares came back but the all programs are still empty
