This is a setting where the Exchange system will not permanently delete mail for the period set. This allows mail to be "undeleted" directly from outlook and can save lengthy restores etc.

OK, I think the best solution for you would be to create a public folder that only contains contacts. That way you can control who can add to it or update it and you can also control who can see it as well.
