I have a question. Even though I adjust the settings in the global settings to increase the file send size limit it doesn't seem to work. I have heard there have been some issues with exchange 2003. If anyone can shed some light on this please let me know.
 
I've not heard of any issues like this. Somethings to check though, are:

1) Make sure you have installed Service Pack One on Exchange 2003

2) The Global Settings can be overridden in the active directory. So if you are having this issue with a particular user, you should check his setting in active directory.

 
I tried over riding the settings in active directory already. It still won't send anything out above the default limits.
 
if you go to the properties of smtp virtual server within exchange system manager, the limits are set there for max message size that can be sent

org\admin group\server\protocols\smtp\default smtp virtual server

 
I have tried that too. There are no limits set on the default smtp server. I have checked everywhere else I know to check.
 
Have you tried Message delivery, under global settings ?
 
Yes I have tried the global settings also. I have heard from another IT company that this has been a problem on a few SBS 2003 servers. I have adjusted the settings everywhere...active directory under users, global settings, default smtp server.
 
Is the problem with messages from "Internal to Internal" or "external to internal" or "internal to external" ?

Have not come across the problem on Exchnage 2003 or the SBS version.

Have you got any connectors configured in routing groups, there is usally a limit on the connectors as well.
 
Its a problem all around. Internally and externally. Everything is set wide open on the connectors as well. I can't see anywhere where there are limitations or anything like that.
 
Is your policy actually assigned to the store that you want it to affect?

You can check by going to the properties of the store and clicking the policies tab. Check that the system policy is listed in there.

I was thinking you maybe have created the Limits system policy but not actually applied it.

You may already know this, but it's just a thought.
 
Figured out a solution to the problem, after talking to a guy that works for microsoft. I was told you must make changes in global settings, or under the user account, whichever you prefer. Then under recipient updates you must right click and update all fields. Then exchange server must be restarted. Apparently this only has to be done in SBS server 2003. Hope this may be of help to you guys at somepoint. Everything works just fine now.
