Solution:
Add Administrtors to your local drive user account <C:\Properties -> Security ->Add Administrators and apply then OK.
Set the virtual memory to your spec.

Since your W2k Server still in working order, 1st step is to ghost(Norton) your Hard drive.
Was your new hard drive installed on the Primary IDE cable or Secondary IDE cable?
Try connecting your new HDD on the Secondary IDE cable
and set as Slave with the CD-ROM Drvie set as Master.
When you turn on the machine do you hear any beeps (one beep- system running fine) two long beeps is your physical memory. The fan is running than reseat the CPU chip.

I have Thinkpad 2621 Celeron processor(400MHZ) with 128MB of RAM, 3.2GB of HDD free space running on W2k pro. I went to Performance Option set 500MB both for mini and max but after booting up the Virtual Memory still default to 20MB.
