You cannot use a Security Group for this, you should be using a Dist. Group to give permissions, what happens when you add a Dist. Group exactly?

Do you have a Recipient Policy set on your new server? If not you need to create one.

No problem to migrate users back from 2k to 5.5. If you are going to keep both 2k & 5.5 you may as well just create a replica of the PF on the 2k server, and if and when you decom the 5.5 server you just remove that replica.
