You can check if your IPS has management services. May be they have these graphics/data ready for customers access by web.
Another sugestion is to check if your ISP can give you SNMP read only access to the router, then you can use a MRTG like tool to generate the graphs.

In a simple configuration, you can use "ip rpt priority 16384 16383 xxx" where xxx is the bandwidht you would like to priorize. I don't know what kind of codec you are using to say a secure amount of bandwidht to use.
BTW, you can go to www.cisco.com and search for voip qos...

In this config, I can see you have "frame-relay traffic-shapping" applied to ser0/0 but no map-class and...
try to read this doc from cisco's web site... there is a section about DDR.

policy based rounting is a IOS feature and not a hardware feature. I didn't check the cisco's web site, but i believe that the IOS IP only had suport.
you can test if your router have PBR by triyng to set up a policy route and then attaching it to a interface.
example:
route-map test permit 10...
