Unplug all the devices and cards, imcluding hard drive, and leave just the PCI card. If it boots, add the devices one at a time. Make sure the IDE cables are not backwards. It's hard to do, but it can happen.
Usually it is one of 2 things. Either the IDE controllers are not installed properly, or you have a boot sector virus. Check the Device Mangler and see if the controllers have a problem. And scan the PC for viruses.
Same issue here. The originator is usually <>, but there are valid originators as well. Some days they go thru, some days they don't. I just changed a setting in the Exchange Server, and they haven't showed up for a few hours, but I'll be damned if I remember what I changed...........
