I believe this is a router issue more than a CLAN issue. The network will try and reroute around a bad router if at all possible. Have the network guys deny the CLAN IP on the other routers, or physically connect to a dedicated port on the router.
Here's what happens in my switches:
you are in switch 'C' and dial 47488
UDP says 'that's on ENPNode 7'
ENPCode says 4x984
So now I'm 9847488
Node Routing Node 7 says Route Pat 2
Route Pat 2 says 'go out trunk group 113 and insert '133''
so now I'm 1339847488
Switch 'U' gets 1339847488 and...
in AUDIX on page 2 for subscriber 506,
under PERMISSIONS
Type: bulletin-board
The callers will hear the greeting and have no chance to leave a message.

On the second page of the 'ch st xxxxx' form make sure that
Per Station CPN - Send Calling Number? y
is set.
Calls that come into your switch and are rerouted without any human intervention are tandem calls. This can be caused by routing through an IVR, VDN, AUDIX, or by piracy if you don't have everything locked down for trunk to trunk transfers.
