Disks may be the limit, but I would try and limit it, remember you have to back it up, and in the event of a disaster you also have to recover it.
You could also try setting mailbox limits and looking into an archive solution such as KVS or EAS.

If you just want some thing that is simple, try robust copy on the Win2k resource kit, its a bit like Xcopy but has a lot more features, we have been using it to replicate data between servers.

I would buy some hard drives, putting exchange logs and database on a network drive is not supported and will cause you no end of problems. Iscsi drives are supported though.
I am presuming it is just a mapped drive to a share somewhere.
As for moving the location of the Exchange database...
Just change the firewall to point to the Ex2k3 box. Exchange 2003 it backwards complient so shouldn't be any problems. If you have a SSL cert, you may have to get a new one though. Depends on if you are keeping the FQDN the same.

If you want to make it secure, you could try using ISA server 2004, it will terminated the ssl session on the firewall to allow inspection of the http traffic, it will also pre authenticate the user, so no access beyond the firewall unless they have a valid username and password.
