    CIR + EIR = AIR C stands for Committed E stands for Excess A stands for Available If your PVC is 16K CIR and 32K EIR then your committed rate is 16K and your maximum "burst" speed is 48K. Even if your port speed is 64K your site-to-site throughput can never exceed 48K.
