Sounds like its trying to grab from the manual tray first. Try it from the tray 1 and see if it works. On your test page make sure it shows under PRINTING MENU:
MANUAL FEED = OFF and PAPER = LETTER
If these prove true check out your printers driver to see if its grabbing auto/tray2 or 250 page...
Yeah, my 5si service manual shows a couple of items that can cause this problem at about 2" apart. Is it possible for you to try a known working toner from another machine? Toner and transfer roller should be the main causes. Put not your trust in princes.
The scanner makes a very distinctive noise normally, listen for the motor to begin spinning, if no noise then definitely replace. If the error pops up when you try printing I would go with the new Pickup roller before the scanner. Normally it would give you a 13x paper jam error, but I have seen...
Check the page count by doing a self test. Those rollers will last 40-75k pages. If those rollers have no 'teeth' just order some new ones from HP. There will be one roller on the tray and one right above it on the machine. Another problem is the trays paper stopper shifting back a notch. Double...
I am going to suppose that you are using letter 8.5x11" paper. If you have changed the toner and fuser the next step is to clean/replace the transfer roller. Its the long black sponge roller under where the toner drum contacts the paper. Try pulling it out and cleaning it. Don't touch it...
The pickup roller on those printers become soiled over time and a cleaning might help. Your problem will more than likely be your separation pad. Don't use the HP supplied fix or you will end up with more problems. Snap out your pickup roller and with a flashlight check underneath the plastic...

I am trying to install a DeskJet 722C under Windows 2000 Professional. I am logged in as admin.
The printer installs fine using the 722C driver that is built into Windows 2000. But the next time you reboot the computer. The printer gets redetected, even though it is installed and working...
