This does not sound like an Octel issue... it sounds to me like the station with DID 616-7131 has a 'forward on busy' to the Octel. just a thought.

...back on the Cinphony subject, you can do 240 announcements, it can answer all of your lines, and distribute the calls (definitely would want the Auto Attendant addon), dont see a way of doing it with the NAM only.

sounds like you need another solution... maybe Cinphony II? Of course, now you are talking another NAM (they dont support co-res any longer I believe), and the Cinphony software... maybe $10k. :) hope it helps. ~Erik
