If I remember correctly, there is a command on the 6500 series like "vlan alias" where one vlan is directly connected to another vlan. It is acually supposed to transpose traffic from vlan A to vlan B and then disabling vlan A. But maybe you can use this function for your purpose.
The distribution of VLANs is a (useful) feature of Cisco. The Nortel-Switches don't support this feature. In fact, you will not see any VLANs on the BayStack which you have configured on the Cisco and vice versa.
The only chance to have them communicate is to configure the same VLAN-Numbers...
We do have a running config between cisco catalyst 6509 and BayStack 450.
On the Cisco: configure a port for trunk with encapsulation "dot1q". Assign the native VLAN to 1 (default). Set the negotiation to off (it MUST connect).
