Try using a CD that you know for sure is bootable like windows 98/me etc. Also go back into the bios and set the cd-rom drive to the 1st boot device, get rid of the auto and set it to cd-rom. That should work, if it does not it's probably something else like a bad cd-rom drive or something GG

Sounds like you narrowed it down to hardware, but just in case remove networking completely from the PC that is giving you problems, reinstall networking from scratch. Add driver, and TCP protocol, set addresses and try it if it still does not work try a different driver or another Network card...
