I have the same issues.
I found that the problem comes from the gateway between the PPTP server and client, even if no ICMP filtering on the server.
I think that writing connection script to force connection speed at first attempt should work.
What do you think about that ?

For that you'll need the ressource kit. Then use that two programs to make your '*.exe' running as a service :
