If you create a dial paging short code with the analog paging extension, does it connect or ring busy? If it rings busy, put a 470 ohm resistor from radio shack on the tip side and it will hold the page port open and should fix your problem. This resistor trick also works when getting phones...

you can also just use a $0.20 470 - 650 ohm resistor (they dont make a 600) inline from radio shack. this works great to open the paging port. Works every time.
