What is the phone with the incoming call route and what is the twinned set?
I just checked on my 9.1 with a 9641 and a 9508 and both sets get the softkeys to decline the call and when I do this on the twinned one it drops the call on the first as well. May be a DECT issue or a 10.0 issue.
Do you have the number set for both SIP Name and Contact under the SIP tab?

for anyone else having the issue, fyi the system was at 10.1.0.0 build237
i upgraded to 10.1.0.1.0 build3
after that, reboot fixed it.
installing a new 10.1 system - i had to set my security to none to get in. regenerating the cert didn't fix it. rebooting didn't fix it. got in with a serial cable and at-securityresetall didn't fix it.
any ideas for me are appreciated
