Guys, is it possible to block inbound external number to the ip office?

Yes.
Put the number in the Incoming CLI field in an Incoming Call Route and point it to a disconnect node in VMPro. Or if you have embedded, a dummy user with no voicemail or a dummy user forwarded to an invalid location... Maybe someone else knows a better way to dump it on embedded. You might need to play with it, but you do need something in the Incoming Number field. If you know the number they're calling, use that DID or a * has worked for me as a catch-all.

Default short code *52 is Clear Call

On the Create a new Incoming Call Route, put a single * in the Incoming Number field, put the telephone number to block in the Incoming CLI field. If you have anything in the prefix section of the line, such as 9 or 91, put that in front of the number to block. Set the destination to *52 and the call will never ring through.

Depending on your reason for blocking the calls, you can also direct them to either a fax machine connected to an analog port or the dial up interface. Scammers calling our office get fax squeal in their headsets, others just get disconnected.
