Fixed it,
it was something to do with some weird shortcode set on the user. It held information to do with the ringing, ring volume etc. I deleted it and it returned the phone settings to default.

Yes I believe so.
I've reformatted again and rebuilt it, and now the system is pinging (y). Hoping the config will go across and reboot properly. Upgrade the binaries on it and send it to the customer for a swap.

That's how I would do it, maybe the customer might of done something wrong. Hence why the IPO never came up.
So you can actually just remove the SD card why the system is running?
