Actually, I got it working. I had to put the IP Address in the domain field because the SIP registrar doesn't have the domain defined. At least that's what the configuration guide in maketing tools says.

Just a follow up, I resolved the problem by changing the voicemail ports CLS call restrictions to SRE(semi-restricted). This will allow them to recieve trunk calls but not place trunk calls. For this customer, that is fine.
I recently found out that people can transfer to 911 from the call pilot mini auto attendant conected to Option 11. I've tried changing the NCOS of the voicemail ports to 0 and 99 but neither of those worked. Any suggestions on how to prevent people from doing this?
