The determining factor is the capacity of the UCx, meaning how many users you're licensed for, and the hardware capacity of the given UCx model.
There is no cap on how many gateways you can connect to a UCx.

I know that the UCx can connect to multiple digital gateways. We have a UCx 50 with two Gateways (both with Expansions) servicing a school. In theory, as long as there is network connectivity between your hosted virtual UCx and the on-site Digital Gateway, it should work up to your licensing...
Is your outbound CLI set?
Sounds like you may be sending extension numbers as CLIs.
Some trunks will only let you call outbound when you're sending an "originating number" that matches one of the numbers on that same trunk.

Took over account from a hosted VoIP provider which had depolyed Polycom Soundpoint 335 phones.
