Is there any mechanism within IP Office that will allow you to twin to a mobile phone and require the mobile user to press 1 to accept the call? If they don't press 1 then the call will continue to follow the current call flow as if the mobile was never answered.
I do this with nexVortex. Some problems can be the terminating carrier and some can be the SIP trunk provider. With nexVortex the settings that work for me are:
