Sounds like it is the Call Pilot playing the message for a failed transfer. I'm not familiar with the MQUE=ACTM you reference.
Can you send the calls to an ACD?

Sounds like a timing thing on the CO side to me. If at first the channels go lockout and then a few minutes later you can complete calls it would appear that the CO was not fully ready to take the calls even if they were idle on your PBX. Do the PRIs both function properly after the initial...
@BI I've never removed one either but we added 2 more groups to the switch so we moved our phantom loop out to 252.
I tried that but don't get a SUPL prompt in LD17.
