Call Pilot Application transfering to a group hunt number.

I have a call pilot application that answers a call, then plays an announcement, then transfers to a pilot number for a hunt group. There are 3 members in the hunt group. When all 3 members are busy, the next transfered call should be put in que (MQUE=ACTM) but after 3 rings an announcement is played that says the call cannot be completed. Is that the call pilot pulling the transfered call back? Is there a way to tell the application to do an unscreened or blind transfer so the call will be released into the que?
By the way, the failed call option from the transfer box is looping back to transfer again.
 
Are the 3 members in a ACD queue? What do you get when you call the extension directly 4 times?
 
They are not in an ACD group. If I cal the pilot number directly while all 3 members are busy, the call gets put in que like it should. It seems like when the call is transfered from the application it gets pulled back after after a recall timer.
 
Sounds like it is the Call Pilot playing the message for a failed transfer. I'm not familiar with the MQUE=ACTM you reference.

Can you send the calls to an ACD?

Could you show us the hunt group?

Could you use MCR instead of a hunt group?
