It's difficult to envision what you are trying to accomplish but it sounds like a hunt group/hunt pilot configuration may work better. You can configure hunt pilot/groups in LD 18, I think. It's been a while.
First trace one of the tns that is hard forwarded to VM. Make sure you see CFW activated. Then change the CLS of the phone to cfxa. Has your VM pilot dn always been a steering code?

Looks like it's downloading the database as a dch. I've never had to download for an SDI device like a teleboss. Have you pulled the card to check all of the switches? What is it an nt8d60?
So you're all set? I've seen FLEN work both ways. Sometimes you have to tell the far end how many digits you're sending and other times you can't tell it.

If it rings through to a Nortel phone then they are sending four. If you don't have to input anything for TEN when building a phone then you aren't using tenant service. I would involve your vendor at this point. Make then escalate to TAC.

I don't think they are sending 4. These numbers are internal only or are they DID? If the are DID I would go ahead and build an IDC for the whole ten and seven digit number xlating to the DSC. Assign that to route and see if it helps. I never trust ATT.
How are the incoming calls arriving? Are they the exact dns as built in CDP or are they sending 7 or 10 digits? If they aren't the dns you have defined you will need an IDC table or change the dsc to match. Sounds like the switch isn't even attempting to signal the DCH.
