It was in the wrong format it needs to be A-law or U-law or G.711, 8 khz, 8 Bits, Mono. Really you need to follow everything down to the letter. So I made an A-Law file with 8khz, and 8 Bit and in Mono. Now it works.

Figured out the issue the Networked VM server is the correct place to add the information. Under DNS Server just add your domain name so for your email just add @domain.com and then your voicemail will pass back to your email.
