If you have IDC turned on for the route, put the extension in the IDC table (LD 49) and point it to your CallPilot access DN. This will not affect internal calls.
We had 1,000 IP sets but only 200 AG2000 licenses. By default, the IP sets attempt to register to the AG2000 when you boot them, so the first 200 get there first and use up your licenses - you have to manually remove those you don't necessarily need from the AG2000 before you can add the ones...
This would require a little bit of work, but you could change the lead number 5430 to be a dummy queue with the MWC prompt set to No (default) so nobody could forward to it. Make the dummy queue NCFW the new PLDN. You would just have to rebuild your Hunt Group with the new PLDN. Wouldn't that work?
Dial the Access Code (ACOD) for your outgoing trunk route and then dial the number directly (no 9 first) - you're bypassing BARS in your pbx this way. If the call does not go through, it's a telco problem somewhere along the way, so open a ticket with your vendor.
Do you just have the one signaling server? When the gateway with the Lead sig server bounced, the IP sets should have all registered over to the Follower sig server.

CNDA in the Class of Service on a set allows the calling party's information to be displayed. The default is CNDD which denies the delivery of this information; however, internal calling party information would also be denied.
