you said the FNA and FBUSY. WHAT ABOUT BUSY ON DND which is a station feature program. Outbound on trunks can be restricted by the Central Office unless you do not have it in a Pool group.
one note on this, make sure the DID is not ringing at any station. If it is, it will go to the AA. Just did this last week with a POTS line and found it ringing on one phone. It can appear, but can;t ring as far as a POTS line goes.
