Get a test PC with everything on it. Create a test user who is the lowest of the low permissions wise (dont give it anything except logon rights). Launch every application as this user and find out what you need to run.

Yea it definately points to the antivirus or interrupts (possibly caused by AV). I will be honest with you I have never used trend micro before and I cannot be of that much help with it.
Since AV is currently disabled have you tried uninstalling trend micro to see if you regain your performance...

Are the applications you are using actually capable of running on multiple CPU's ?
Is a particular CPU/Core taking all of the load while the rest are idle ...
My recommendation is to scratch the current load evaluator and make a new one.
Go with CPU 90%, RAM 80-90% and context switches of around 14-18 thousand per core.

I agree with 58sniper but if you need a workaround and your staff are using domain admin logins remove domain admin and leave enterprise admin, leave yourself and the users who need access to the files access. Not recommended but it works.
I second that, go the distance setup a domain. Do it properly, that way when you have a need to expand or change it will make your life a lot easier. And plus if its a small setup you can run around with a domain admin login and feel like god compared to your lesser priveliged peons ;)
