Look at Ruckus Wireless. They have a variety of different access points that may work. They also have a built in Mesh capability that it sounds like will be required to get this to work.
If you put a 7762 (I think) at the main lodge, you should be able to use that as the main point to mesh...
The first thing you should look at is what the actual OSN alert says on the terminal when you make a test 911 call, and that will help you narrow down where the problem might be.

It looks like you have a bad power supply.
From the Server Maintenance and Diagnostics NTP:
A power supply fault indicates that one of the power supplies
is not providing power. The MJR LED is also lit.
Specific doc is: NN44200-704.

Hopefully you will have binder tape or thread in that cable. Should be blue/white and orange/white that wrap around each 25pr.
If that is the case, it should be fairly simple.

The only big thing I knew that happened on 7-1 was PCI compliance. I know it doesn't have to do with vmail, BUT it is a system on a network... It might have been prebuilt code. Like y2k or conficker! lol Just a thought.

I agree that EM can be flukey, but once you get it working it does really well.
I have also noticed a difference between the old switch versions on R6. I deal with R6 on an Opt61 system and also a fully fledged CS1KE made up of Opt11s.
