This is most commonly because something else has grabbed the bpcd port from netbackup. To check this do the below
1. On the client create the bpcd log in <install path>\netbackup\logs\
2. Make sure that the bpcd area is clean so you can log just the problem

1. Do you have a firewall in your environment between the client and the master?
2. Check to see if you can telnet from the client to the master on the port 13720 (BPRD)
