We use pauses to allow access to paging services etc. It uses * for 1.5 second pause. The users get a tone back where they should enter their auth code so you might go with 9*1-xxx-xxx-xxxx**authcode.
If that doesn't work I'm out of ideas.
If the auth codes are on the PBX change the SCL NCOS level to a level that does not require the auth codes.
If they are carrier based it should simply be a matter of putting in the correct pause length and the authcode.
Please confirm where the auth codes are.

For the I2002, I2004's we use full DHCP and a virtual subnet for the phones. The PC's resolve normally on their subnet.
