I don't know if you have resolved this issue or not. If you havn't you should probably get your telco to install an external filter with a homerun to your modem. This is far superior to the plug in filters.
It sounds like you do need an external filter & homerun due to either distance or old wire in your house. I know someone who will do it for a reasonable fee. I'll get their number and get back with you later.
The first thing that comes to mind is distance. How far are you from the central office? The long cord could be doing that dependeing on other conditions. You may have a defective filter. If you have extras you may want to try them. Check these out and let me know.
