I would love to share my roadmap with you!
At a high level, the roadmap involves first establishing some good, fundamental Project Managment practices within the organization, then layering some basic tool usage (i.e. MSProject) on top. Starting with a sophisticated tool such as...
What will these MSExcel spreadsheets be used for?
If this is intended to provide people with the ability to view project information online, then why not create a custom project view in PWA which will display the required fields (Task Name, Resource Name,Start, Finish, Baseline1 & 2), then link...
It depends on which views / tables the user is trying to modify. If they are trying to modify a view / table which is stored in the Enterprise Global template, then they will not be able to save the changes.
However, if a Project Manager wants to change the way that the data is displayed in...

Regarding the first topic, you should have an Administrators group (or similar) configured on your Project...
You cannot change the background (cell) color in a MSProject table. There are other options, however, such as font colors, Gantt bar colors, and graphical indicators.

When you say "sheet rows", are you referring to the data table in the left pane of the window, or the gantt chart in the right pane?
Please remember that MSProject doesn't function the same as MSExcel, although the tables may look similar.
Good luck!
