I came across the same problem.
Even after disabling the bugger it appeared as failed... and after upgrading the RILO Firmware (as recommended by HP) - to fix this exact issue, the damn thing still reported as failed in SIM!!!

Not sure exactly, but can you copy the SP2 I386 folder to a drive/share somewhere, and run it from that (and make sure you have write permissions!)?
Also try changing the drive letter of the CD Drive, and see if the location it moans about follows the CD Drive letter - may not prove...

I've added the 2007, 2003 and 2000 ADM Templates (I also added the 97 ADM's, but nothing seemed to get added relating to Office 97!).
I've simply used it for Disabling Auto Archive in Outlook - but it worked/works fine.
