I've made my own solution to the exact same problem, but I've found a really good solution on the WEB. Take a look at:

It will do everything you could ever want..INI-wise

You have to install a small DOS partition before installing XP, and the install XP on a new partition. Then you will get a Menu at Boot.
The way I do it, is a DOS-Boot Disk with CD drivers, NIC-drivers and NTFSDOS for accessing my harddrive (see www.bootdisk.com)

You HAVE to use the correct version of SYSPREP....
Use the Command [/B]"C:\Sysprep\sysprep.exe -mini -reseal"[/B] and SYSPREP will collect all the info needed from the sysprep.inf file located in the same Dir.
Read TECHNET and the deployment guide for more info about the sysprep.inf...
You have to make a LogonScript that sets the WallPaper at every new user logon, because the wallpaper will not change until the user boots after 1. logon.
