One of my customers has a 3-site network, recently connected by a VPN ISP, using a packet-labelling protocol (I believe it is MPLS), not PPTP, IPSec or similar tunneling protocols. Ping response times across the VPN are good to very good, on the order of 30ms to Site B and 120ms to Site...
I have also seen posts in other user's groups that say it is best NOT to have WINS reside on the PDC. just a little FYI, I'll post more info when I find it.
Please note, if you set a particular DC in the registry as Majestrate suggests, then that system will ONLY authenticate to that specified DC. Just a warning.... I've been doing a lot of reading about authentication and I remember that caveat.
As far as I know PartitionMagic and similar tools are the only way to do it.
Another option which I didn't see discussed is to uninstall the offending app and reinstall it on another drive. Pretty much all apps can be installed on any drive (some require a particular drive, but that's rare)
