That is the beauty of offline folders, the best you can do is to try on one of your pcs how it works then disconnect it and try it! it really works then it syncronises to the server finding the news version of the file change.

I am a little bit confuse with your question but if you are hosting a website on your network you need to have a public ip, and domain name register like microsoft.com to be able to connect from the internet.
