Re-installing the OS might help, but its alot of work. Can you make sure that local admin is infact part of Administrative group and also make sure you delete all the dummy profiles that were created during the login process. It will be a good idea to get rid off those dummy...
thanks so much..It turns out that it really was a permissions issue. I had to change permissions from Program files folder onword and made sure I added the Internet guest account user all the way. I also added that user WSUS admins group. Now it seems to be working fine.
