The error codes on Norstar Manager 3.5 indicates the following:
-551 Modem timed out.
- Phone number wrong.
- The RAD did not answer.
- Modem init string is wrong or not compatible with modem.
- Modem port problems.
- If running Job Queue, possibly invalid RAD Password.

Just had a similar problem with MICS 4.0 and NAM. Rebooted the system and it started working again. I too thought it was something the receptionist was doing as I could dial in to the rad phone and when the 2nd line flashed, I could transfer to vm every time. When I arrived onsite, I could not...
Easiest way would be to use line redirection. Make sure the set you are trying to redirect the lines from allows line redirection under Capabilities. (line redirection is Feature84)
