You could set Subsequent Failure to Run a Program. And make a batch file to send a command line email notification. You don't really want to use messanger these days.
If its a Windows Server, setup a domain.com Website in IIS to redirect to another URL or the IP. If you host a website on it already don't forget to set a host header name.
To help prevent this from happening go to
Administrative Tools > Services > Print Spooler > Recovery
Set First, Second and Subsequent Failures to "Restart the Service".
The next time it fails the service will automaticly try to restart.
Try setting up a Server monitor at each location to monitor each other and also monitor a third party like Intels website. This may shed light on your PPPoE connection.
If you modify your MTU settings make sure you use the same setting for all computers at that location.
