You may want to check the Hardware Acceleration OR the audio drivers installed on the system.
I am sure this may not be the right choice of advice...but as of now....my mind didn't find anything good than this.

windows generates an event ID 6005 immediately after the booting up the machine which indicates that event log service is started. If you could find any event ID before tell us that.....

Normally the mapped network drives take up a regular ammount of bandwidth for the refreshing what windows does every now and then. My suggestion would be to remove the shares and test the browsing speed.
FYI: the best match between the RAM and page file is 1:1.5 i.e., 1MB RAM: 1.5MB page file...
Should be an issue with the connection to the internet (if you are talking about down-loading from internet).
Could you give some more information about this.

My suggestion:
Step 1. Remove the network services. i.e., remove/uninstall network card, protocol stack and even the file/print share services.
Step 2. Apply latest service pack.
Step 3. Install the networking services.
Step 4. Reapply service pack. (optional).
Caution: After every step reboot...
are there lot of mapped network drives??
How much is the RAM and how much is the page file size??
which option is selected in system properties -> advanced -> performance :- Is it background applications OR applications.

Is Voodoo another AGP card in your machine. If so then try putting only one AGP card and installing and then once the OS is completly UP - shutdown the system and plug in the other card. Then either the OS will recognize or you could use the Device...

I suspect one of your hardware is not in HCL...well it may be the display adapter or network card or some other internel card. Could you tell that information so that I can put my brains also to your work.

1. If the "Documents and Settings" folder in the root are having the default permissions this should not occur. i.e.,
a. Administrator - full control, modify, read & execute, list folder contents, read, write.
