Thanks, That did the trick. I was able to locate a program that was trying to startup but did not point to the appropriate file. I fixed the error and the window stopped opening.

I found a patch on the Dell website that resolved this issue.

changing the permissions in the registry did not work for me. i have had to do this for several other programs and have succeeded, but no luck this time. The error (unable to modify registry, try rgedit) seems to be the culprit. Any more suggestions. Thank you.

Thank you, that worked like a charm. I should have known it had something to do with regedit. I had to modify regedit just so users could access photoshop as well as other programs.
