Never got a reply from anyone but I did figure out how to solve the problem. I had made a mistake in my initial use of the Overwrite method. Once I fixed it some of my problems went away. The rest of the solution was difficult to design and implement but it does work.

If you opt to install CR on the CE server, you are required to have a separate license for that copy of CR. What a bummer, especially since CE has such crappy error messages.
At a minimum, you will need to use Database->Set Location to point your report to the new datasource. This is very painless, especially if your table names, field names, and data types remain the same.
You can create a database view that looks much like the original table but has 1 extra column with the converted date value that was suggested by GJParker. Then write your report to query the view instead of the table.

Is the folder that you are having problems with a child of another folder? If so, perhaps the parent folder (or one of it's parents) has the rights configured as "No Access".
