Under IIS Manger make sure that .apsx is enabled under Web Service Extentions. or as a test allow all unrecognized extentions and see if it is working.

Try reinstalling Xp in the new directory, then just back up filse that are critical, and to be on the safe side (so you do not carry over OLD problems) reformat drive and do Clean Install

Jinxs one option is to make sure that user accounts do not lock out at all. Other thing is to check is to make sure that user does not run any services with the old password.
