Ok, here is the exact error message when I try to invoke smbpasswd:

Ok, it appears Im having problems with smbpasswd file. If I try to add a new user, I keep getting an error that it cannot lock this file and doesn't update my changes.
it appears that when i updated samba, it removed mksmbpasswd.sh script. How do I recover this script?
I've had the server up and running for several months now, just upgraded it the other day, so I assume its set up correctly to.
I have already added the machine account to the samba box, but still get the same error message.

Im assuming you're doing this from the router. Routes must be added from both locations, or traffic will reach its destination, but won't be able to return.
Add the a route to its destination network on both routers.
Most likely you don't have NAT set which will translate your private internal address to the public address assigned to the external interface of your router.
what type of device are you trying to add a route to? NT, Linux, Router?
Most likely you're default gateway is incorrect or your network and netmask don't correspond.
NT Route add is as follows:
Route add 10.102.1.0 mask 255.255.255.0 10.101.1.1
