I just received word that the user is experiencing the same problems as noted above.

UPDATE:
The fix for this or really workaround was to remove the Exchange account from the iPhone, restart the iPhone and then re-add the Echange account back.
A new problem just cropped up.
On my one user that just has the VM's going to his iPhone, we are getting a file but it's not playing.
It shows as a downloadable file with a very long path name as if it's referencing the location on the Voicemail Server.

I created a workaround by forwarding all messages from IMS to a dummy user account, AS AN ATTACHMENT and then the dummy account forwards it right back to the user.
The user now gets the voicemail as an attachment.
sorry everyone but this turned out to be a dud of an issue.
the user never explained the issue thoroughly. i think he may have been incapable.
it turns out there is nothing wrong and he just needs to dial a code to get LD.

How do I know if everything is on Line 0? I am guessing that it is based on what our provider gave us.

That's just it. other than the phone being unplugged, nothing changed. we plugged bak into the same jack in the wall.
