I have a customer who has the same problem, the only work around ive found is to restart their machine, then no problems, untill their computers have been on for about 2 weeks, and the problem starts up again.
Click Tools > Options > Email Options > Advanced Email Options > Click the box in the middle that says "show an envelope icon in the system tray".
In outlook, click Tools > Rules Wizard. Then in the box that opens, click 'options', then 'export rules'. save the file somewhere so you can move it to your new computer.
Make OE a half window, open the new folder in a half window, put them side by side, and start dragging and dropping, i believe you can select all (ctrl + A) and drag them all in one shot. note though, if you have multiple emails with the same name/ sender, it will prompt you to overwrite the...

Netscape has an export feature i do believe. If nothing else, you can always move the actual store files and folders. You can find that location be looking in the preferences.
