I'm not too sure about the physical problems you are having with the drives, but I know that the FC4700s definately support PowerVoult 630 DAEs, because that is how several of my environments are configured.
The problem may be that you are running old firmware on the 4700s SPs that does not...
I am not sure where you would obtain this file, except from Brocade. You may try finding a SAN Administrator using a 2400 that is under service by Brocade. Anyone fitting this description should be able to obtain the file and procedure. I use 3900s and 12000s in my fabrics.

If you are just doing file services, you could go for an older CLARiiON, maybe an LC4700 and stack it on top of a few Dell PV-630s. You could add more PV-630s as you go, and if necessary start a new stack down the road with another CLARiiON. I'm not sure how much 630s are going for these days...
You need to get a file from Brocade (or somewhere) called passwd.default and copy it onto the switch while the switch is booted into a special mode. There are a few more details to it than that, but if you can get the file, repost, and I'll help you with the rest privately.
