I've had no experience with ArcServe, but I can tell you that Veritas'(BackupExec) tech support can be sketchy at best. Just look at the number of posts to this board!!! If the support were any good , this board may not even exist. What don't you like about ArcServe, besides dismal support?
It's important to know how much data you'll be backing up. Tapes come in a wide variety of capacities, generally the higher the capacity of the tape, the more $$. THe capacity of the tape, along with the number of slots in the autolader will ultimately dertermine how much data your system can...
You've got to make sure the user has root access, also, the set bindery context line of the autoexec.ncf on the netware box the context in which the backup user account lives must be listed first.
